
Satya Nadella posted a tweet this morning that got 7.4 million views in a few hours. It announced Copilot Cowork, a new capability inside Microsoft 365 that can take a task, build a plan, and execute it across your apps and files without you having to manage every step. The post was clean and confident. Most of the coverage that followed treated it as a product announcement.
It is more than that.
We want to share what we're seeing in this story, with the honest caveat that some of this is still unfolding. Not everything is confirmed, not every implication is settled, and we're watching it the same way you are. But the threads here are worth pulling, because they connect in ways that matter to how you think about AI strategy right now.
What Actually Got Announced
Copilot Cowork is Microsoft's entry into general-purpose agentic AI. Instead of answering a question or drafting a document when you ask, it can receive a complex goal, break it into steps, and execute those steps across Outlook, Teams, Word, Excel, and PowerPoint without requiring you to manage each one. You describe the outcome you want. It figures out the path and runs it, producing real documents and outputs along the way.
That alone is significant for anyone running on Microsoft 365, which is most mid-market and enterprise organizations. But the more interesting detail is buried one level down.
Microsoft built Copilot Cowork in close collaboration with Anthropic, the AI company behind Claude. Not built on top of it, not using a generic API. Built with them, using the same underlying technology that powers Anthropic's own Claude Cowork product. Microsoft said this explicitly in their official blog post today.
For most people reading coverage of this announcement, that detail reads as a footnote. We think it's closer to the headline.
Where Cowork Fits: Microsoft's Three-Layer Architecture
Before going further, it's worth understanding where Cowork fits inside Microsoft's broader AI ecosystem, because there's an important distinction that most coverage is glossing over.
Microsoft already had an agent-building platform called Copilot Studio. Launched and significantly expanded through 2025, Copilot Studio lets organizations build custom AI agents in a low-code environment. Those agents can be connected to knowledge sources, business systems, and each other. Multi-agent orchestration, where a parent agent routes tasks to specialized child agents based on intent, has been available in Copilot Studio since mid-2025. More than 230,000 organizations already use it.
Copilot Studio is a build platform. Your IT team or a power user goes in, designs an agent, connects it to data sources, defines what it can do, and deploys it. The agent then performs those specific, pre-configured tasks reliably. That's genuinely powerful, but it requires upfront investment in design and configuration.
Copilot Cowork is different in a fundamental way. It requires no pre-built workflow. You give it a goal in plain language and it figures out the plan and execution on its own, drawing on Work IQ's understanding of your organizational data, calendar, email, and files. No agent configuration required by the end user.
This means Microsoft now has three distinct layers in its AI architecture for enterprise customers. Standard Copilot handles everyday chat, drafting, and document assistance, powered primarily by GPT-5, and represents individual productivity work. Copilot Cowork handles general-purpose multi-step task execution, powered by Anthropic's Claude, and operates without requiring any build work upfront. Copilot Studio handles custom, domain-specific agents built and configured by your organization, and now supports Claude as a selectable model alongside OpenAI.
These three layers are complementary, not competing. Cowork is what happens when a user wants to hand off a complex task without anyone having built a workflow first. Studio is where your organization builds structured, repeatable agents for specific business processes. Understanding which layer to use for which problem is itself a strategic decision, and one that most organizations aren't equipped to make yet without some guidance.
The Relationship That Already Existed
Here's where the timeline matters. Last November, Microsoft invested $5 billion in Anthropic and signed Anthropic up for $30 billion in Azure compute capacity. That deal happened months before today's announcement, and months before a completely separate story that's been dominating AI news for the past two weeks.
In late February, the Department of Defense ended its negotiations with Anthropic over the use of Claude on classified military networks. Anthropic had refused to remove contractual prohibitions against fully autonomous weapons and mass domestic surveillance of American citizens. The DoD designated Anthropic a "supply chain risk to national security." President Trump directed federal agencies to stop using Anthropic products. Within 24 hours, OpenAI announced it had signed its own deal with the Pentagon.
That sequence of events is its own complicated story with reasonable people landing in different places. But what it means for today's announcement is important: the Microsoft-Anthropic partnership was not a reaction to that situation. It was already in place. And today, less than two weeks after Anthropic was politically blacklisted by the federal government, Microsoft publicly announced a product built with Anthropic technology and delivered it to the 90% of Fortune 500 companies that use Copilot.
That is not nothing.
What This Means for Copilot
A question worth clarifying before drawing any conclusions: is all of Copilot now powered by Claude?
The short answer is no, and the nuance matters. GPT-5 remains the default model powering everyday Copilot experiences. When you ask Copilot to summarize a meeting in Teams or help you draft an email in Outlook, that's still OpenAI. What Microsoft has done is build a multi-model architecture where different models handle different tasks, with the system routing intelligently based on what you're asking it to do.
Claude is being placed specifically in the highest-stakes, most complex work: the Researcher agent for deep analysis, the Copilot Studio layer where enterprises build custom agents, and now the Cowork feature for multi-step task execution. Microsoft has also made Claude available in mainline Copilot chat through their Frontier program.
The practical implication is that your organization can now run on Microsoft's platform while using different AI models for different purposes. Your finance team could route complex document analysis to Claude while your marketing team uses GPT for content work. Administrators control this at the tenant level.
That's a meaningful shift from where Copilot was 12 months ago, when it was simply "Microsoft's OpenAI product."
The OpenAI Question
Microsoft's investment in OpenAI is massive, both financially and structurally. Microsoft holds roughly a 27% stake in OpenAI valued at approximately $135 billion. OpenAI represents about 45% of Microsoft's entire future contracted revenue. These are not small numbers.
And yet the Microsoft-OpenAI relationship has been under visible strain. OpenAI now sells ChatGPT Enterprise directly to the same Fortune 500 companies Microsoft targets with Copilot. They are partners and competitors simultaneously. The partnership has been renegotiated multiple times, with both sides carefully managing what each can and cannot do.
Adding Anthropic into Copilot doesn't end the OpenAI relationship. But it changes Microsoft's leverage within it. When you have a credible alternative that can power your most important new product, your negotiating position with your existing partner improves. Microsoft now benefits from both companies competing for placement in Copilot, and they win regardless of which model performs better on any given task.
Whether this accelerates the drift between Microsoft and OpenAI, or whether both relationships simply coexist at different layers, we don't know yet. But the direction is clear. Microsoft is building a platform, not a wrapper for someone else's model.
Why This Matters for Your AI Strategy
If your organization runs on Microsoft 365, you are likely to encounter Copilot Cowork within the next several months. Some of what it does will work well out of the box. Some of it will require decisions your organization hasn't made yet.
The three-layer architecture described above is the first decision framework worth building. Organizations that have already invested in Copilot Studio agents now have to think about how those purpose-built workflows relate to what Cowork can do generically. There will be overlap. In some cases Cowork will be faster to deploy for a given problem. In others, a Studio-built agent with specific knowledge sources and guardrails will produce more reliable results. Picking the wrong layer wastes time and budget.
The governance layer is where most organizations are underprepared regardless of which layer they choose. Microsoft's multi-model approach means you now have to think about which model handles which category of work, and why. Your IT and compliance teams will be asked questions about data residency (Claude currently processes through Anthropic's infrastructure in the US, which matters for EU and UK organizations), about audit trails for agentic tasks, and about how to manage a system that can execute multi-step work on someone's behalf.
Beyond governance, the more important question is whether your organization has actually defined what work you want AI to handle. Copilot Cowork can analyze a month of meeting notes, compile customer trip notes, generate a competitive analysis, and produce a Word document and Excel spreadsheet. That capability is genuinely useful. But usefulness and value are different things. Organizations that have done the work to identify their highest-impact workflows will get dramatically more out of this than organizations that hand it to employees and wait to see what happens.
This is the part of AI operationalization that platform announcements don't solve. Microsoft built capable tools. The question of whether they produce meaningful business outcomes for your organization depends on decisions that happen inside your organization, not inside Microsoft.
What We're Watching
A few things are still unclear and worth tracking as this develops.
The DoD situation and the Microsoft partnership are related in timing but distinct in substance. Anthropic is currently challenging its supply chain risk designation in court. How that resolves, and whether it affects enterprise sentiment toward Anthropic-powered products, is genuinely uncertain. We don't think it changes the Microsoft relationship in the near term, but we're watching.
The competitive response from OpenAI is also worth watching. ChatGPT Enterprise has been the standalone enterprise AI product for the past two years. If Copilot Cowork, powered by Anthropic's models and delivered through Microsoft's existing M365 infrastructure, starts answering the question of why an organization needs a separate ChatGPT contract, that changes OpenAI's enterprise calculus in a meaningful way. We don't know how OpenAI responds to that.
And finally, the question Ethan Mollick raised publicly this morning is one we'd ask too: Microsoft has a history of announcing strong products and updating them slowly. Anthropic's standalone Cowork product was built in a few weeks and is being updated continuously. Whether Microsoft can match that pace inside their enterprise structure is not yet proven.
The Practical Takeaway

It's that the model layer underneath your enterprise AI tools is becoming a variable, not a constant, and the architecture of how those tools relate to each other is becoming a real decision with real consequences. The right question is no longer "which AI company should we use?" It's "does our organization have the governance framework, the use case clarity, and the operationalization discipline to get value from whatever the platform delivers?"
That question has the same answer regardless of whether the underlying model is GPT, Claude, Gemini, or something that doesn't exist yet. And it's the question we spend most of our time helping organizations answer.
